This should be pretty self explanitory. Note if you do not "Decide to use Eagle Claw on a figure." then you can use Whirlwind Assault on anyone you choose in any order. The condition is just on having to choose which whether you are going to do eagle claw or not before attacking. I wish there was a few extra/difffernt words in the power:
"Before attacking with Zhen Yuan, you may choose an opponent's figure to attack with use Eagle Claw on. After attacking, if the chosen figure receives one or more wounds...

Like the others have said, there is no requirement for Whirlwind Assault to decide to use it before making the first normal attack. You can make one attack, then decide if you wish to keep attacking.

Eagle Claw is different. You have to decide if you want to use it before you make your first normal attack. If you choose to, you cannot use Whirlwind Assault that turn, even if you forgo the second attack of Eagle Claw.

I never really saw much of an issue with this design, but it seems like it would've been simpler to make Eagle Claw a Special Attack. Is there any reason that this was avoided?

Ah, I see. It would've been clunky to rewrite the same clause into a Special Attack variant of Eagle Claw, so that makes sense. Thanks for elaborating.

Great design! I really like the potential Eagle Claw has for a game changing turn against bonding heroes. I solo'ed Mimring with a 3 wound attack, then Eagle Claw to finish him off. I really feel the Utgar rage coming from this figure.
