Penguin because of Self Importance 16. Penguin is not a super great figure (which that and a lower roll make Raph better) and so that Self Importance really hurts.

Yeah I agree, maybe they both deserve new versions.

Penguin and Two-Face are old and fun figures, but I wouldn't disagree that their power levels are sub-par.

I don't have an issue with the designs, there are just so many criminal options now that they kind of get swept under the rug and forgotten. I have had pretty good luck with both in the past, but until this conversation I hadn't thought about them for a year or two.

I actually added Penguin to my supers league season 12 army just to make it a little jankier.

Penguin isn't terrible if you have the time and space to allow you to play kamikaze Penguin. But if you can't, he's a drain on your efficiency.

Penguin and Raph. Self-Importance is a horrid power, nothing else even comes close to their level of useless in my opinion. Two-Face is swingy, but he's not actively screwing you over like those two are, not even in the same league of terrible.

Personally, I'd consider Raph the worse of the two because he's not offering you anything of interest. Penguin at least sort of does something if you intentionally take a turn with him, Raph does zip unless you're screwing yourself up. Even when you do get the Self-Importance turn, you're only getting about the level of offence you should always be getting out of a turn. Compare to Donnie: Donnie gives you similar levels of offence whenever you want, while actually working with the rest of your army, without screwing you over, and gives you a free glyph, all for 20 points less.

About the only real use either has is turning people off from C3G, the rest of my gaming group (not me) still considers this whole project a joke because they happened to see Penguin's card, he totally killed any interest they had in doing Super games with C3G figures.

The problem I have is that these "negative" powers on a card that didn't get an order marker have a tendency to be "forgotten". While I agree that it is partly my fault for not paying attention, I have played more than a few games where my opponent "forgot" to roll for one of these type powers because it's not quite "typical" to have to read a power on another card that you are not intending to use this turn unless it is a bonus of some sort.

I get the theme here though.

Yeah the themes are good but I agree the remembering to complete a negative thing not related to the figure you are playing is a pain. Maybe we can turn it around somehow. For instance for a self-importance type power it could be that they get whatever bonus/bonding/advantage if there are 2 or more order markers on their card.
