It is not formally a prerequisite for submission. We used to not have Basic sides, so it wasn't even part of the submission. Technically VC decides what's on the Basic side, though obviously we would want the creator's input. We should consider making Homeworld part of the submission.

On the other hand, the judges of the SoV (and their brethren voting in the C3V) review for more than "in-game use." And they are not responsible for the design of the unit.

Homeworld is part of theme. For many submissions, it isn't especially relevant, such as Jarek Guy (it's obvious where he comes from). But some have multiple possible homeworlds, and I wouldn't like an Asterios from Earth, a Brimstone from Icaria, or a Kantono Daishi from Toril. So it's not a "prerequisite" but if a judge wants further thematic explanation, I'd be prepared with a homeworld.

How many common squad figures would need to be available to purchase on line to be considered acceptable for acceptance for the review process of SOV?

The rule of thumb is that we want enough available for about 75 people. So roughly 225 figures available per figure in the squad. But that is a rule of thumb--not a hard-and-fast rule.

Additionally, if something is still in print, Reaper Legendary Encounters for example, and is going to bounce back into availability you may submit it.
