Why is this needed?

It's part of the normal HS rules. C3G rules should only be stated when we differ or add to the base rules.

Well here's the ruling from the official rules:
"...If your Army Card includes a special attack (a special power with the words “Special Attack” in the name), you may use this attack instead of a normal attack...."

IMO the "instead" makes it pretty clear.

There's an On Deck unit with an SA that's used during the move phase, and the wording of the normal rules for SAs doesn't cleanly cover that scenario. Using something "instead" of a normal attack means that you're using it during the attack phase. It's something I complained about and I'll admit it's a little persnickety, but I'd rather make a simple change to word the SA rules a little more firmly than start getting inconsistent about the meaning of "instead".

Ok I identified the one you mean. The power in question is based on Kumiko's power & I don't think there is anything grey about the usage. You can use that SA "instead" of her normal attack.

The BftU rulebook came out after Kumiko & they didn't see a need to clarify either.

Can't something be added to that ability on the card so that it includes "instead of attacking normally" ?

To me, it should be on the card, so players don't have to stop in mid-activation and search for the rules here and then continue.

Regardless it's still a Special Attack & the official rules state instead of a normal attack you may use a Special Attack. Therefore you can't do both. There really isn't ambiguity in the rules here.

I agree A3n. I don't see the issue here. I don't know why I even suggested that add to the card about "instead of attacking normally" because you can't do both special and normal attack unless something says you can.

Really not sure where the confusion is here. This is based off of Kumiko's power, but sure there are differences, but they still don't change the fact that you can't attack normally and use a special attack in the same turn.

I had some other concerns with that card and expressed them in that thread, but this topic in this thread wasn't it.

Based on the conversation in the relevant unit's thread, it looks like we're probably going to end up changing the power anyway and making this a moot point. I don't think I can argue it in a way that isn't super long-winded and likely to stress me out, anyway, so I'll let this one go and wave the white flag here.
