One thing he seems to do - in comparison to his father - is use really underhanded tactics with his Masters of Evil and Thunderbolts and all that. While Heinrich just sort of got a bunch of dudes together and tried to smash the Avengers, he tends to be more manipulative and disruptive.

So maybe something that plays with your opponent's Order Markers?

Hmm ... but isn't using underhanded tactics that are manipulative and disruptive kind of what the current Master of Deception power does already? I guess it only disrupts your opponent's expectations, though, rather than what your opponent can do.

Hmm ... that'd certainly be useful, but I'm not sure if it's "underhanded" enough to get at what folks are yearning for.

What about something like this?

UNDERHANDED TACTICS
Before rolling for initiative, you may choose one opponent. That opponent must either subtract 2 from his initiative roll for each Order Marker on this card or let you remove one unrevealed Order Marker from his Army Cards at random.
C3G can be played with official Heroscape, but it's not recommended.

Well what I posted kind of does mess with the Avengers. Think about it this way:

Cap's always going to get OM1 and get the first turn to bump up the rest of the Avengers the rest of the round. If he's facing Zemo, he risks either losing initiative, in which case they get a shot at the Avengers before they're pumped up defensively, or Cap risks having his OM1 taken away, which really messes up the Avengers.

Does that make sense?

Yeah, that definitely make sense... it feels sort of "off," but I like that direction. Maybe phrase it more like this?

Well, as a opposition to that what about something to represent his Scientific mind? I was thinking a power something like this:
Scientific Genius
Before rolling for Initiative, if this Baron Zemo does not have an Equipment Glyph on his card, you may take a random Equipment Glyph from outside the game and equip him with it.
