Lots to talk about here still, it seems.
Spidey, I see what you're saying about defensive powers instead of the current "Instill Hope" but Blue Lanterns are able to power up GLs too, right? It's not a one way street. (I'm realizing that restricting that power to GLs might be a way to avoid the problems with Hulk, etc.). Also, I'm afraid that Blue Light of Hope would end up redundant with a Blue Power Shield. When we do other Blue Lanterns, I think we'll easily go with Blue Power Shield there, but Blue Light of Hope is sort of his answer instead. Also, we should probably discuss altering Larfleeze's name over in his thread, right? C3G can be played with official Heroscape, but it's not recommended.

I hate to distract from the larger issue, but I'm still not sure where Pacredan came from. Can't find any sources. Astonian seems to be commonly used species for him.

Fwiw, I kind of like the idea of Blue Light of Hope healing everyone adjacent to him. It feels like something he'd do, thematically (i.e. share hope with everyone), and it makes it a bit more tactically challenging to use, which I like considering its power level.

I think he'll probably end up going up from that, just because most folks will play him in Army tests with other GLs. Only one test with GLs on his team here doesn't give us much to go by in what should be his normal army build.

Probably higher than 250 but I think 340 is too high considering using his powers nerfs himself and he has to be in close proximity for his powers to be used. OM flex would help his army probably.
