For Electrical Blast Special Attack, it states after you attack with EB SA, you may attack one additional time rolling 1 fewer defense die. Can that attack be your normal attack? Same question regarding his rocket launcher special attack.

I don't think this is the intent, but with its current wording, I believe you would be able to.

The rocket launcher is the same as War Machine for precedent.

Penguin gets to attack again with his Umbrella Gun without saying "with this special attack"

Punisher can attack again with his Shotgun and it doesn't say "with this special attack"

Besides, in the attack phase you have to choose to use either a normal or special attack. You don't get to use both unless the card specifically says so.
I know that I do not know.

No issues, though the white space in the Armor Piercing Rocket Launcher Special Attack area seems to throw off the aesthetic balance a bit. It seems "Special Attack" could be on the same line as "Launcher".

Yes, the first power "Special" should be on the second line, & for the second power "Special Attack" should be on the second line.
