Since it's fairly niche (dependent on a specific army build for your opponent) I think keeping it open to just "after rolling for initiative" makes sense. I wouldn't be incredibly against limiting it to when you win initiative, though, just for mechanical simplicity.
C3G can be played with official Heroscape, but it's not recommended.

Updated with "after rolling for initiative each round". It will be easier and if there is another power with that timing then the d20 will solve the tie.

C3G INITIAL PLAYTEST FEEDBACK FORM
NAME OF THE TEST UNIT HELLCAT - THEME TEST/ Check to see if there are any powers or stats on the test unit card that does not accurately reflect the theme or likeness of what the character would and could do. Also consider destructible objects, and whether or not this characters powers should affect them. PASS - MIRROR TEST/ Check to see if the unit were played against itself, if there would be any loops that would upset the balance of the Game. PASS - BONDING TEST/ Compare the unit card with all possible currently existing Bonding abilities to make sure there are no continual Bonding possibilities that do not stop appropriately or do not stop at all. This is to prevent loops in Bonding. PASS - SYNERGIES TEST/ Compare the unit card with all possible currently existing synergies to make sure there are no factors that could break the game by making any unit too powerful or too weak. PASS – - POWER CHECK/ Consider the test unit and all existing units and all glyphs to compare to and check for any powers that could be over amplified and break the game. Each power must define when it takes place, who or what it affects, and What are the stipulations on the power if there are any. PASS - FUN TEST/ Consider whether or not the design was fun to play. PASS. - FUN COMPETITIVE TEST/ Consider whether or not the design was fun to play against. PASS- - DRAFTING TEST/ Consider whether or not this design is worth drafting. PASS – For sure vs. Demons or Magic Resistant figures to get free moves, but is good without those opponents as well. - USAGE TEST/ Consider whether or not all of the powers on this card were used or at least usable. PASS – . - STRATEGY TEST/ Consider whether or not the design offers any real strategy or interesting tactics to the overall game. PASS – . It's not hard to get her into position to get the extra attack die from Cable Claw and if she can add another die for height, that will be a nice attack. Heavy Hitter or Mid-Level Hero Test - Does it pass, Yes or No? .Yes - What should be the unit's point value? 80-90 - Give a brief overview. .Hellcat had some good and bad dice rolls, as did her opponents and why there were so many split games. Being tested on a map with a lot of height, it gave her an advantage in some cases vs. groundpounders, but Cable Claw will be useful in a lot of ways even on flatter maps.

Squad Test - Does it pass, Yes or No? .YES - What should be the unit's point value? 70-80 - Give a brief overview. .Being melee only vs. ranged squads is never usually a great thing, but her defense and Cable Claw helped her do okay. Map: . HYDRA Base Gehenna Units: Hellcat vs. AIM Agents x 1 (70)

Squad Test - Does it pass, Yes or No? .YES - What should be the unit's point value? 80-90 - Give a brief overview. . She was able to take advantage of Cable Claw and leaving engagements on this map, and her defense held up. Map: . HYDRA Base Gehenna Units: Hellcat vs. Arkham Inmates +1 (80)

Army Test - Does it pass, Yes or No?.YES - What should be the unit's point value? 80 - Give a brief overview... Hellcat got some free moves with Mystic Senses and that was helpful in getting her into position. She put a couple wounds on Silver Banshee. Map: Custom HB Gehenna w/o the buildings but more rocks and trees added. Units: . Hellcat (80), Commander Rogers (250), Moon Knight (150) and Nomad (130) for 610 points Vs. Blood Demons x 2 (320) and Silver Banshee (290) for 610 points.

Army Test - Does it pass, Yes or No? .YES What should be the unit's point value? .80 Give a brief overview. .Hellcat got some free moves with Mystic Senses that was cool and useful, especially on a map like this with lots of height. She had 3 good attack opportunities and pretty good rolls, but the defender rolled really good defensive rolls. The game ended up a little lopsided as Etigran and Green Goblin had bad games and didn't help their team much. Map: .HYDRA Base Gehenna Units: .Fantasitc 4 (1000), Hellcat (80) and Iceman (150) for 1230 points Vs. Etigran (320), Zemo (170) Hawkeye II (160) Green Goblin (230) Rhino (220) and Batroc the Leaper (130) for 1230 points.

Looks like she'd be good at 80 or 90 there. The heavy hitters and squad tests looked more like 80 to me, but her armies did pretty well, so I could see 90. I'd be comfortable with either and letting the public results push us up or down ten as needed. Therefore, here's my pre-yea at 80 or 90.

Pre-yea at 80. From those tests I just can't quite see 90. She won half of the Heavy Hitter tests, as she should, and she won both army tests, but didn't survive and didn't do enough damage to justify 90 for me.

I propose Hellcat move to playtesting at 80 points. Her cost may go up slightly or stay as is.

Maybe, but it can easily go up in testing. But considering Sharon Carter is 90 with a double attack and can keep from being attacked by ranged attacks for awhile, and Dum Dum is 90 with ranged attack and help for other Agents, 80 isn't totally out of line for a single attacking melee figure. Still only has 4 lives and no special defense, but her defense of 5 is nice.
The results in the army tests were very close for the first one and there was a blowout in the second one, but that was primarily because Etigran and Green Goblin pretty much **** the bed and way underperformed.
