I feel tough should be on the Cybermen. And although I don't want to push another of my custom powers maybe something like my Dalek Shields but with a defense of at least 4:

DALEK ARMOR
When rolling defense dice for a normal attack, you may re-roll any skulls rolled on the first roll only. Dalek Drones do not take any leaving engagement attacks.

I can't speak for everybody, but I have no problem with bringing in ideas from your cards - they're really good. I'm still liking the idea of the Daleks having auto-shields, but it seems I'm in the minority. Maybe I can list all the Dalek defense powers in the OP and run a poll? Idk.

On a semi-related question to your customs, do you still have the DW Micro Universe figures? Are they acceptable scale-wise? From what little I've seen they look a bit small but not by too much.

So they only have 2 defense, but they have a 5/6 chance of rolling a "shield?"

Hmm, so that's like having 4.5 defense instead of 2, and getting a boost to 3 from anyone would be like having 7.5 defense instead of 3. Interesting.

Alright, I added the poll. I'd appreciate if people who voted could comment and say why they chose that option. I went for Option 4 (Tornado's newest idea) because it's both unique and gives them a consistent defense.

I like it. But if you still want that little bit of weakness how about upping the defense to 3 &:

DALEK ARMOR
When rolling defense dice for a non-adjacent attack, all skulls rolled count as additional shields. When taking any leaving engagement attack, Dalek Drones will receive a wound only if a blank is rolled and do not take wounds if skulls or shields are rolled.

not per se, but that's when anything that has affected them has happened. Ace with her baseball bat, the Doctor opening them up, C4 being attached to them, etc...

In the old days (the 60s mostly)the Daleks were light enough that Frankenstein or even a human male with above-average strength could knock them over, so there is kind of a logic there there.

Personally I’m not for that much weakness. Maybe if there’s a 60s Dalek draft one day. (Hopefully paired up with a figure of Peter Cushing as “Dr. Who”)
