I think you're pretty good here, but I might put the cap down at 2 just to make him less swingy and difficult to test and easier to cost.
I think the go-to move with him is to run him with some other YLs an Sinestro Corps Soldiers, OM1 move up like Sinestro and a SCS, then OM2 move up Mongul and attack your own SCS. If that doesn't get the job done, Serve Mongul Or Die gives you a second shot to KO that SCS. So most of the time I think you'll be sacrificing a single SCS to him, which means 2 battery markers. I think getting to a third is going to be a lot fiddlier and more situational, which means it'll be harder to accurately test and reflect in his cost. C3G can be played with official Heroscape, but it's not recommended.

So that's 220 points and best case scenario 2 turns you're sacrificing for him to be at max power. But would he then play like a 520 point figure(- the at least 2 turns you've now given up that normal 520 pointed figure wouldn't have)? My main concern is he going to be worth all that trouble and is he worth drafting compared to 520 points elsewhere?

Yeah, that's the big trade-off. Even at his best he's just a single attacker, though you can bond with the SCS. Like, I'm not sure Mongul + 3 Soldiers is going to be stronger than Sinestro + Arkillo, as the core of a YL army.
I'm spitballing a bit - how do people feel about this? YELLOW RING THIEF Start the game with one yellow Batter Marker on this card. When Yellow Lantern destroys an adjacent figure, you may move one yellow Battery Marker on that figure’s card onto this card. Add one to Yellow Lantern’s Move, Range, Attack, and Defense numbers for each yellow Battery Marker on this card, to a maximum of +2. So he starts with a marker, which is a nice bonus. But, whenever he destroys a figure, he only gets one marker. So this sort of encourages you to at least get the Soldiers into the fray, because otherwise a marker goes to waste whenever you kill one off. I think it would make his playstyle less linear - "kill the dudes in your start zone and go wild" - but maybe too finicky? JOHNNY139'S CLASSIC CUSTOM THREAD! | Visit now!

Yeah, that's not bad. Let the enemy weaken your SCS for you first and then finish him off.

Will be nice with Parallax - put markers on enemy cards, then kill them to reap the rewards.

May as well just go with an auto-destroy like Arkillo if we want to go that route. Much simpler and more reliable IMO.

Personally, I like that they can defend themselves - in my head, these are dudes being keelhauled against their will. They'll fight for him, but if Mongul tries snapping them in half and stealing their ring, they're gonna put up a fight.
