While it targets a space, whether a figure occupies that space or is near it, it is still a special attack. As such, it can't be used against other figures if she is engaged. If it were a special power in the strictest sense (not being a special power that was also a special attack), then she could use it against other figures while she was engaged.
While it can be a tactic to engage her to keep her from using the Smilex against others, she can still disengage to use it and risk taking a leaving engagement wound. I would think yes. Tactically it's not that sound, though, since she's exposing herself to the blast.

Hmm, so she couldn't choose a space that would simply affect the engaged figure? How does that ruling work for Cyclops and Black Canary?

It would affect Harley too, but could be worth the risk depending on the situation. I mean if there are a bunch of enemy figures within 2 spaces of the figure she's engaged with, then you might risk Harley's safety for a chance of affecting a bunch of other figures. Acrobatic Maneuvers wouldn't help her since it only works against an opponent's attack.

No, I mean... hmm, how can I phrase this... with Optic Blast, you're not "targeting" the figure he's engaged with, you're simply choosing 7 spaces. You're choosing six spaces not occupied by the figure he's engaged with. If Harley can't choose a space to bomb other than the figure she's engaged with, why can Cyclops choose to fire on spaces?

Go back to Hahma's comment above: Since it's a special attack, if Cyclops were engaged, he would only be able to choose those spaces starting with the space occupied by the figure he was engaged with.

Hmm, I suppose the main difference is the order of spaces chosen... with the straight line, you have to first choose an adjacent space, while with the bomb the first chosen would be non-adjacent in that case.
