Seems like Starchalla should have some kind of "Negotiation" or "Diplomatic Solutions" type power.

DIPLOMATIC SOLUTION
If a figure you control is attacked and at least one skull is rolled, roll the 20-sided die, subtracting 5 from the roll if the attacking figure is Insane or Driven. If you roll a (number) or higher, you may (gain some advantage).

"Stealing" might be a cool thematic hook, as a Pirate. Maybe he steals shields rolled by the attacking figure? Stealing feels less like "bringing you over to my way of thinking", but something to capture his "Likeableness" would be cool.

Here's my design for Silas Stone, Cyborg's father.
It's a little rough and he doesn't have a figure unfortunately.

S.T.A.R. LABS RESEARCH DIVISION/ALWAYS WORKING
As long as Silas Stone is in your Start Zone, figures in your army with the Class of Titan or Champion may add 1 to any 20-sided die roll. Figures in your army with the species of Cyborg may re-roll 1 defense die when defending against special attacks and do not need figures to be in clear sight to target them for any attacks or special powers.

THE HARD CHOICE
If a Human Unique Hero that you control would be destroyed by receiving one or more wounds, before placing those wounds, you may place that Hero adjacent to Silas Stone and immediately roll the 20-sided die. If you roll 13 or higher, remove up to 3 Wound Markers from that Hero's Army Card and that Hero is considered to have the species of Cyborg instead of the one listed on its card. If Silas Stone is in your Start Zone, add 2 to your roll. Figures moved by The Hard Choice do not take any leaving engagement attacks. Silas Stone may only use The Hard Choice once per game.

ROBOTICS ENGINEERING
At the end of a round, you may choose an Android or Cyborg Hero adjacent to Silas Stone. Remove or place 1 Wound Marker on the chosen figure’s card.

Even as someone who is usually a proponent for Civie designs, I will say that Cyborg's dad is a questionable one.

What is the theme behind him giving everyone the ability to attack your Cyborgs behind walls and stuff? At first glance, that seems like a slightly odd gimmick to hand out.

The idea there is that Cyborg's systems can be linked up with S.T.A.R. Labs surveillance/tracking tech and satellite feed to let him see where everyone is basically.

I like Pirate's Parley. Mechanically and thematically however, I think you should roll your dice after the attacking figure. Then it really feels like he talks them out of it.

BEASTLY ENDURANCE
You may draft this figure into the same army with any other Gar Logan figures that do not have the species of Metahuman. Start the game with this figure on the battlefield and a Beast marker on the card of every other Gar Logan. Only one of your Gar Logan figures can be on the battlefield at a time. If another Gar Logan you control would be destroyed or would receive enough wounds to be destroyed, instead immediately replace the Gar Logan you control with this Gar Logan. If at any point this Gar Logan would be destroyed by receiving wounds, you must instead ignore those wounds and remove another figure in your army with a Beast marker on its card from the game, if possible.

SHAPESHIFTING STAMINA
At any point before or after moving or attacking with a Gar Logan you control, you may switch it with another Gar Logan figure in your army and continue taking a turn with that figure. Switched figures will not take any leaving engagement attacks.

The first power basically give him a second/third/etc. wind for each animal form you bring along. Right now he's kind of hard to target himself, so maybe he reverts at some point idk. If that doesn't work he could get extra life somehow for each form or something.

Middle power is obviously to get him the usefulness of Changeling.

The last power is a little nod to how he was a movie star, I know the power is a little frowned upon these days, but it would be a heck of a lot more useful for Beast Boy than Wonder Man, plus each animal form has a situation they'd be useful in and it'd be cool to have a very human situation for BB to be useful in as well. It could also be edited to more of a FAMOUS WEST COAST B-LISTER power with broader reach or dropped if the rest of the design needs more workspace.

I definitely dig the basics of it. Would have to see how difficult it makes him to take out with the first power and probably some opportunities to streamline here and there, but I'm down with the core concepts.

Been wanting to redo my Winston write-up for a little while. I've moved away from his shield barrier as I thought it was the least iconic part of his kit and would help reduce all the defensive powers Overwatch would bring. Potentially could have an Overwatch Recall Story Card that requires Winston and Tracer, but then brings some form of bonding and shield barrier and pulse bomb glyphs.

JUMP PACK 5
Instead of his normal move, Winston may move up to 5 spaces with Jump Pack. When moving with Jump Pack, Winston has the Flying Special Power, but may not move up or down more than 20 levels in a single jump. After moving Winston with Jump Pack, you may roll an unblockable attack die against any figure adjacent to Winston.

TESLA CANNON SPECIAL ATTACK
Range Special. Attack 3.
Choose 2 spaces in a straight line from Winston. All figures other than Winston on or within 1 space of the chosen spaces are affected by this special attack. Roll attack dice once for all affected figures. Each figure rolls defense dice separately. Figures with the Electrically Charged special power are not affected by Tesla Cannon Special Attack.

PRIMAL PUNCH
After an opponent rolls defense dice against Winston's normal attack, you may Knockback the defending figure by placing it on an empty space up to 3 spaces from its current position. Once per turn, after Winston attacks an opponent’s figure, he may move with his Jump Pack special power and attack with a normal attack an additional time. Figures other than Winston moved by this special power do not take any leaving engagement attacks but can receive any falling damage that may apply.

JUMP PACK 5
Instead of his normal move, Winston may move up to 5 spaces with Jump Pack. When moving with Jump Pack, Winston has the Flying Special Power, but may not move up or down more than 20 levels in a single jump.
