I don't think we had an official precedent here (it was your power creation, wasn't it? lol).
I like that wording, with a small twist:

"Hawkman receives 2 additional attack dice when attacking any figure that was at least 3 spaces away from Hawkman at the start of his turn. Hawk Strike may only be used if Hawkman used Flying for all of his movement this turn."

It's longer, but it stays consistent with Hawkgirl. Also, there's no reason to restrict things to clear sight. The idea is he gets momentum in the air, not that he saw his target the whole time.
