If a figure is able to evade/move due to a defensive power and does so from the first attack, WW can attack that figure again with extra dice based on how far the defender evaded/swung/leaped to or whatever. It's basically like lightning chasing the figure leaping away.

Yep, basically since the turn is that of the attacker (Weather Wizard) the only movement the defender makes this turn is due to defensive powers. So if the defender didn't get to move you add 0 dice to your additional attack.
