Character Bio - Dr. Niles Caulder, alias the Chief was born with a genius-level intellect. Proving at a young age to be both a brilliant inventor and engineer, Caulder began receiving funding from a mysterious benefactor. Thanks to the funding, Caulder succeeded in creating a chemical capable of prolonging life. however, it was revealed that the benefactor was the dastardly General Immortus, who needed Caulder's elixir of life to prolong his ancient existence. When the young scientist discovered the truth about his employer, he refused to hand over the formula. Caulder barely managed to escape from under the thumb of Immortus, but lost the use of his legs in the process.

The incident reminded Niles that a better life may come from surviving a tragic event, such as his own. He took it upon himself to create the team called the Doom Patrol; a group of ostracised "freaks" who nonetheless fight to defend the innocent. It is Caulder's genius that allowed the team members to survive and develop their amazing abilities.

Many years later, the team uncovered the truth; Caulder actually engineered the "accidents" that caused the original Doom Patrol members to gain their powers in order to test his theory about tragic events creating greatness. Disgusted by his manipulations, the Doom Patrol drove him out...but it's hard to keep a ruthless super-genius down for long...

Spoiler Alert!

The main important themes I keep coming back to here are "science" and "surveillance." He's a manipulative super genius guy.

Okay, so two quick thoughts to begin;

1) I really did seriously consider the two-way Emotional Manipulation that was discussed in the LCW, but I still feel like the original is the way to go. Chief's manipulation is always about ruining lives to achieve his goals, and I don't feel making people safer by raising their defense represents that well.

2) Should he be Chief or THE Chief? The latter is probably more correct, but neither is wrong, and I know we have a tendency to get rid of 'the' in power names.

Design looks good to me, no real preference on the the in the name.

I think The Chief is probably more correct as his title. After a quick search of the Books, I'm leaning towards that. More designs than I thought have used 'the', like The THing, The Crow, The Riddler, etc.

I don't like "The" on cards but that ship has long since sailed, so follow your gut.

My logic for going both ways: yes, it benefits Caulder to make people act irrationally, aggressively, and so on. But sometimes, isn't it also to his benefit to make them more withdrawn, defensive, and moody? That, to me, feels like manipulation, while just making them more offensively powerful feels more like instigation.

Is it flavorful for him to bond with any Hero over any distance? That seems pretty powerful.

Valid question. Xavier is using telepathy and has that 10 space restriction that comes up a lot in terms of keeping him close-ish to the front lines and having to spend turn utility on moving him up now and again. Troubled figures aren't as powerful a faction as Mutants, certainly, but Chief also isn't on Xavier's level as a character, so I'd hate to see him not having any of the same restrictions.
