I'm thinking it's Namor.

Reasons;

- Down Under/Big Splash = Underwater Character
- Last Name = Namor McKenzie, although I don't know wether that is common or not.
- FF Paving the Way = Namor is (was?) a common enemy of the FF.
- Colors = A3N's comment about green and gold; the figure used for the card of his that went through public playtesting has both of the above colors on it.

And as for raining men;

Namor can also fly, so... yeah. Namor seems like the best bet now.

I thought he was going to be in the Master Set, though... huh. Maybe they just couldn't squeeze him in?

I think Bats is saying that the SSE is like the Elite Onyx Vipers in a specific way.
