Not really. Taelord is fun, even though he is entirely overpriced. Iskra is fun, even though she rarely works well.

Having a bad design or unbalanced stats doesn’t really stop a unit from being fun, unless they are in the overpowered department. Fielding deathreavers and trying to actually win with them can be a fun challenge, even if half way through the game you say “wow, what were the designers thinking with this special”

Does "4 clear sight spaces away" indicate that a Templar Cavalry must have clear sight of its target (before moving) to get the bonus? It seems like it does.

If one space of a Knight is 3 spaces away and the other space is 4 spaces away can the Knight still use Galloping Charge?

No, the 4 spaces is the minimum distance.
