I would specify that Uatu cannot roll for leaving engagement attacks with Roll of the Watcher too (unless that counts as an attack). Maybe throw in a line about not being able to attack him yourself too - I could see wounding him yourself to allow him to attack being a decent strategy.

Yeah, at present he's just a guy with 7 life that requires an auto-wounder in your army. So he kinda needs something about friendlies not hurting him or something.
