Pretty sure the CRB never looked at this since it was started about four years and a week ago. I’m planning to wait until I hear from both @Dysole and @dok

Speed Burnout is a significant negative power, but overall seems pretty strong, because autowounds. Becomes the strongest thief for Kingpin2/Crook builds, and also gets a lot of benefit from defensive bonuses (Star-Lord/Cap).

I am not concerned enough to put the brakes on here.

This guy is different from the Johnny Quick you are referencing. The one below is the one you are thinking of. This ones identity is unknown, which works if we make Ronin's proposed changes to the Secret Identity rules. If not, I'd prefer we go with ?????? because he is an unknown.
