Blood Debt being used as the title for a person is strange. I think the power title covers that he has a Blood Debt so Partner (taken from the bio here) or something similar just reads better. Is Blood Debt meant to work against Normal and Special attacks?

I would separate the last bit out of Blood Debt into it's own sentence. Otherwise it seems pretty clear.

Splitting it out changes how the power works. You could then have Wulf take the wound even if he didn't move.
