I’m thinking I may want to change the approach here. Theme wise, I’m not sure it makes sense for him to lay down ice near enemies, to then blast them if they are still near. I feel it should be all in one, the blast causes the harm and ice at the same time. Also, I want to avoid over complication and over complexity as much as possible.

That being said, here’s what I’ve thought up:

FREEZE RAY
Start the game with 3 Ice Rock Destructible Objects on this card. Instead of attacking with Mister Freeze, choose a figure within 4 clear sight spaces of Mister Freeze. You may immediately remove up to 2 Ice Rocks from this card and place them on any empty spaces adjacent to the chosen figure, if the Ice Rocks fit normally onto those spaces. Roll one unblockable attack die against the chosen figure, and one additional unblockable attack die for each Ice Rock placed this turn. If a chosen figure has the Ice Resistance special power, for each wound it would receive from Freeze Ray, it instead removes a Wound Marker from its card.

CRYOGENIC INVIGORATION
After taking a turn with Mister Freeze, if an Ice Rock was destroyed during his turn by the Glacial Healing special power, you may remove any Wound Markers from that Ice Rock's card, place that Ice Rock on this card and take one additional turn with Mister Freeze.

ICE RESISTANCE
Slippery Ice and Heavy Snow only count as 1 space when moving. Add 1 die to Mister Freeze's defense while on an ice or snow space.

I think this change a lot and agree with your logic, but I have one significant quibble:

It seems weird to choose a figure, place the ice rock next to them, and then roll against that figure only. Wouldn't it make more thematic sense to choose a space, place the rock, then roll for each figure adjacent to the rock? If he's blasting ice into that specific space, why would it affect one adjacent figure and not the others?

This would also allow him to self heal, which is awesome.

Granted, that adds to the power significantly, so I'd propose removing the one unblockable die and just making it so you roll unblockable dice for each rock you place (and each figure adjacent to them). Does that make sense?
