A few thoughts I had:

For the first power, what about doing like:

PARTNERS IN CRIME
At the start of the game you may choose a Unique Hero in your army that shares a class with Black Tom. For the rest of the game, both Black Tom Cassidy and the chosen Hero have the class of Criminal in addition to what is listed on their cards. Before taking a turn with Black Tom Cassidy, you may take a turn with the chosen Hero. After taking a turn with Black Tom Cassidy and that Hero, you may not take any additional turns with other figures you control.

Lets it be open for other pairings on other cards but we could keep the cool original name instead of having to do 'Outcast Partners in Crime' and 'Misfit Partners in Crime' and whatever else. Something that does cross class bonding can have a different name, but they'd need to do that anyway.

I think the special attack needs some spice, or at least let it have 4 attack or something. As is it's essentially useless without trees and with them its just a shotgun blast, just doesn't seem worth the text its using.

Could we do like Degenerate as a personality here? That's a reuse that seems to fit. Or whatever other thing we already have. In general I just think C3G already has way too many personalities and we shouldn't add new ones unless it's absolutely needed.

I agree with Soundwarp’s comments generally. The special attack I think is fine, I’d just up it to 4 as he suggested.
