I like a cap of 9, I was worried that might be too high. But I just realized she's 300+ points so it's probably fine.

Also, if her tests are any indication, it'll rarely occur. Watch out for her around a Skyscraper, though!

It would be weird for her to be on the ground outside the skyscraper and be able to affect someone on the 30th floor of the building.

Perhaps there can be a limit to how many levels up or down her ability works.

Looks good to me. Not sure it's worth the extra text to bother with a "chosen figure" mechanism and I don't see room for misinterpretation.
