I'm happy with her. I see potential for a slight cost drop, but I'm willing to wait and see how she goes in her first public test. I propose a move to Public Testing (as soon as I have a spot open)!

Criminal Negotiation cannot be used against figures with the Insane personality and can only be used once per round.

Army 2 (me) 505pts: Black Mask II 150pts, Arkham Inmates 60pts, Mister Zsasz 100pts, Penguin II 140pts, Bad Cops 55pts.
Spoiler Alert!
Preamble: Blask Mask is at it again and leading an Arkham escape, this time bankrolled by the Penguin, with everyone hiding out in a nearby warehouse. With Batman and friends off fighting Darkseid, it’s up to the GCPD; led by Commissioner Gordon and Detective Montoya, who are now aided by a mysterious vigilante from another universe.
Round 1: Silk Spectre Emotionally grounds Montoya. Bat Signal chooses Spectre. Arkham Unleashed along with On the Take means everyone who is not a Crime Lord is a Criminal for Team Arkham this round.Initiative ties, but Penguin’s Collusion puts Arkham on top.
Penguin moves Zsasz and the inmates with Syndicate. Gordon moves and aggravates an inmate who then wounds Gordon. Call for backup moves 5 cops to surround Gordon. Montoya would have used Police Backup, but Gordon wasn’t in clear sight. Black Mask uses Underworld Connections to move OM3 from Penguin to Zsasz and takes a turn with Zsasz. Zsasz moves in on a Beat Cop and misses a lunge. 3 cops surround Zsasz and deal 1 wound. Zsasz is blocked again. Montoya Tips Off Spectre who moves and takes out the first Inmate with the extra die.
Round 2: AI keeps everyone Criminals. Arkham gets initiative.
Penguin’s CS moves the Bad Cops to high ground and the remaining two inmates closer to Gordon, with one killing a Beat Cop with Frantic Disengage. Godon misses Zsasz and surrounds himself with Montoya and cops. Montoya then uses Police Backup to hit Zsasz for 2 wounds with high ground. Black Mask moves OM3 to Bad Cops and takes a turn with Penguin who takes out a cop from high ground. A cop misses a bad cop, the other two finish off the last two inmates with Clean up the streets. The one that missed was not in clear sight so again Police Backup could not be used. A bad cop climbs halfway up a ladder and misses a potshot at a beat cop. The other becomes adjacent to a beat cop and is blocked, but tries a Shakedown. GCPD refuses to remove the OM and the bad cop misses the beat cop again. Montoya Tips off Spectre again and she moves on Zsasz. Spectre misses.
Round 3: Arkham Unleashed is no longer in effect. Zsasz is again a Psychopath. GCPD wins initiative.
Gordon moves and misses Zsasz. Montoya and cops surround Gordon. Police Backup; Montoya misses Zsasz. Zsasz misses a cop. Cops take out a Bad Cop, miss a Bad Cop, and take out Zsasz. The last Bad Cop reaches the top of the rail and shoots a cop. Spectre moves and misses Penguin. Penguin retreats back behind the warehouse with Black Mask and escapes an engagement strike.
Round 4: Arkham wins I.
Bad cop hits another beat cop. Gordon moves, misses Penguin, and moves cops and Montoya to him. Montoya misses with Police Backup. Penguin misses Montoya. Two cops miss and the third hits the bad cop. Mask hits Montoya for two. Spectre moves in and misses Penguin, but hits Mask for 1 wound.
Round 5: Arkham loses Initiative due to Collusion.
Montoya uses Criminal Negotiation to remove an OM at random from Mask, it’s turn 2. Mask moves OM3 to Penguin and Penguin misses Spectre. Spectre’s turn is ended by an Investment Marker. Gordon misses Mask, moves Cops, and Montoya hits Mask for 1 with PB. Penguin misses Spectre.
Round 6: Arkham initiative.
Penguin misses Spectre, Montoya removes the XOM from Mask. Mask wounds Spectre for 3. An IM ends Spectre’s turn. Penguin misses Spectre and takes a wound from Counter Strike. Gordon hits Mask for 1 wound.
Round 7: Arkham initiative.
Mask misses Spectre. Montoya Negotiates away Penguin’s X marker. Penguin misses Spectre. Spectre is topped by Political Investment one last time. Penguin misses Spectre. Gordon finishes Mask.
Round 8: Penguin initiative.
Penguin takes out Spectre. Montoya moves and misses Penguin. Penguin misses Montoya. OM2 was on Spectre, Penguin takes out Montoya. Gordon moves in and hits Penguin for 1 and brings in two cops.
Round 9: Penguin initiative.
Penguin gets a cop. Cops move and do nothing to Penguin. Penguin misses a cop. Gordon misses Penguin. Penguin misses a cop. A beat cop fills Penguin full of lead and ends the standoff.
Notes: I decided to run a basic GCPD team against some Crime Lords and their goons. I wanted to see how Montoya would interact with Criminal synergies that disappeared if the GCPD gained the upper hand and thought that would be interesting. It turns out Gotham still does well without the Batman. Gordon’s wall of cops proved too strong.

VIGILANTE TIP OFF (X2) - Helped Spectre take out an inmate, Spectre misses

Preamble: After a long stay at Gotham General, Renee Montoya and the GCPD must help the Batfamily handle some unexpected new arrivals.
Round 1: Signal goes to Batman. Evil wins.
Red Mist moves ahead two and drags Absorbing Man along for muscle with Payoff, who fails a cheap Mist absorb. Gordon moves and Montoya and cops meet him. Nitro moves ahead. Robin grapples onto the warehouse and so does Spoiler. Hood moves. Batgirl moves and hits Nitro for 2 wounds. Nitro gets a marker.
Round 2: Bat Initiative.
Cops move, and all miss Nitro from high ground. Nitro moves and explodes at 4 skulls, removing the marker and disperses. Batgirl takes 2 wounds. A cop sacrifices for Gordon. Montoya receives 3 wounds. Batgirl grapples onto the rail and hits Creel for 1 wound. Hood Cloaks and flies up to the rail. Hood then attacks Robin and Spoiler from high ground. Robin takes 2 wounds and Spoiler dodges. Hood does not become a Demon. Criminal Ambition moves Mother Russia up to Montoya who blocks. Robin grapples to Hood and is blocked. Spoiler grapples to the ground and hits Mother Russia for 1 wound. Creel moves up the ladder. An MGH marker is placed on Nitro.
Round 3: Bat initiative. Spoiler places a wound on Mother Russia. Gordon moves Batman on top of the rail.
Montoya removes OMX from The Hood. The Hood is blocked by Robin twice. Montoya Tips Off Robin and which boosts Spoiler’s attack. Robin misses Hood, Spoiler misses Russia. Mother Russia takes out Montoya and then goes after Spoiler who dodges. Gordon hits Russia for 2. Creel reaches the rail and hits Batgirl with Ball and Chain for 1 wound. Nitro gets MGH.
Round 4: Nitro is placed within one space of where he was. Team Bad initiative.
Nitro moves two spaces and blows 3 skulls from 2 markers. Two beat cops succumb, Gordon takes two wounds, as does Batman. Batgirl gets knocked out. Creel blocks. Bat OM1 is gone. Mist moves and misses Gordon. Pay off results in Russia giving 1 wound to Spoiler. Robin misses Hood. Spoiler takes out Russia. Hood finishes Robin and misses Spoiler. Ambition sends Creel to Batman and he misses. Batman grapples closer to Hood and uses three Shuriken, giving 1 wound. MGH on Nitro.
Round 5: Team Bad initiative.
Mist misses Gordon and pays Creel who misses Batman and takes a wound from Shadow Strike. Bman punches Hood for 1 wound. Hood misses twice. Bats hits Hood for 2. Creel moves to bats again and misses. Batman misses Hood. MGH on Nitro.
Round 6: Nitro is placed back where he was. Team Bad Initiative.
Creel absorbs Batman’s armor and Batman uses Smoke Pellets to avoid the oncoming attack. Batman grapples to the warehouse and hits Nitro with the Batarangs for 2 wounds. Hood shoots and misses twice from high ground. Batman misses Nitro three times. Creel moves next to Hood.
Round 7: Team Bat.
Batman grapples down and punches Nitro really hard. It’s not enough. Nitro pops at three skulls. Batman and Spoiler each take 1 wound, Gordon collapses, Red Mist takes 2. Bats grapples up to the warehouse again and shurikens the Hood unconscious cause that’s how that works. OM2 gone. Batman misses Creel three times. Creel hops down and removes Spoiler from the game. MGH on Nitro.
Round 8: Nitro reforms. Bat-time.
Batman shurikens Nitro and gets him the third time… whew. OM1 is gone. Batman shurikens Mist to death and hits Creel for 1. OM2 is gone. Batman puts another wound on Creel. Creel moves outside of range.
Round 9: Bat-time
Batman grapples down and misses three times. Crusher Creel rushes over and misses. Batman grapples to the rail and misses three times. Creel moves to the ladder. Batman misses thrice. Creel is almost to the top.
Round 10: Bat-time
Batman runs to the top of the ladder, engages, and hits Creel from high ground. Nothing. Creel risks a reabsorb and gets it. Rolling 7 attack dice, he still misses Batman. Batman punches really hard, but doesn’t get through. Creel finally turns Wayne to dust.
Notes: Nitro destroyed team Gotham early game (pretty much the perfect figure to destroy Gordon’s wall of cops), there was a good amount happening with all the Vigilante synergies so Renee didn’t get as much time to shine and by round 3 when she did, the luck wasn’t there.

THOUGHTS ON THE TESTED UNIT'S COST, BALANCE, & DRAFTABILITY:
What happens first, Call for Backup or Police Backup? I went with with Call for backup since its on Gordon’s card.
GCPD has good synergy and Montoya solidifies that in the Lawmen faction. Good cost, I like how with Gordon it adds to 200, just hope the last game was a fluke.
All three powers got fair usage, they’re all very useful and not too much of a pain to kick off.
If you go Lawman synergy it kinda feels like you either have to choose between that and Vigilantes or move them out in phases if you’re playing a larger point game.
GENERAL THOUGHTS ON THE TESTED UNIT:

This was an ambitious matchup. I thought that Savage Dragon could take on Mister Incredible, but he died in 2 attacks so Daredevil had to first Mister Incredible and barely got the job done. Elastigirl was able to clean up the rest of the lawmen. Renee did get off several attacks for free thanks to Police Backup but they didn’t amount to much.
Who won? List figures remaining in the winning army (include life remaining for heroes): Dash with 2 wounds and Elastigirl with 2 wounds.

Damage Dealt: Killed Ant-Man and 2 Fire Ants
This matchup was much more favorable for the Lawmen and Punisher really enjoyed the attack boost Renee provided in tandem with Bullock, I was worried it would be hard to pull off but I got it set up on Mockingbird and killed her in 1 turn with Punisher.
Who won? List figures remaining in the winning army (include life remaining for heroes): Renee with 2 wounds, Punisher with 3 wounds (saved twice by Beat Cops), 1 Beat Cop and 2 SWAT.
THOUGHTS ON THE TESTED UNIT'S COST, BALANCE, & DRAFTABILITY: Renee felt solid for 110 points. First time trying the improved Lawmen, but they all felt reasonably solid and fun.
