Really like Out of Shape as a power.

Yeah, it's a fun effect. I'm glad we came up with it.

I wonder if it's worth figuring out more general language than the "5" move to make it more reusable? (Though it's probably likely most "out of shape" characters would have 5 move anyway, unless they're like an out of shape superhero or something. I could see like a 7 move Mister Incredible (II) having that power, though).

If Harvey Bullock uses all of his normal movement, subtract one from his Attack number for the rest of his turn.

Maybe? New wording I think, but it wouldn't hurt to coin something for the "moved just as far as he could" sort of case. Or just call it Out of Shape 5? That does lose some charm.

I feel like "all of his normal movement" is kind of vague when you have things that can add increase your move - it's still "normal movement" if he's on road and gets +3, but I think moving 7 spaces should still have him out of breath in that case.
