For the record conditional yeas aren't really doing anything because technically by the rules I'm told once time has passed you'd just add up all the yeas so you'd just not count the conditional yeas. So it could pass 2-1 with 2 yeas, 1 Nay, and 3 conditional Yeas not counting as anything. It needs 2 Nays to stop.

So maybe I'll start voting conditional Nays. As in Nay unless...then if the ... Doesn't happen it reverts to nay.

Because not a Yes does not equal Nay

I believe the number of yeas needs to outweigh the number of non-yeas (and that there can't be more than one nay) in order for something to pass for release. The letter of the law (which we rarely enforce anyway) gets pretty messy and interpretive when we throw in conditionals.

If you don't think something should be passing yet, though, I suggest voting "hold," which is an official option to hold something for 24 hours to get an issue resolved. If it's not resolved in 24 hours, you can always extend this hold (or, I suppose, just have it as a conditional hold).
C3G can be played with official Heroscape, but it's not recommended.

Is the reason PDF's aren't being added right away because people keep making card changes after the vote passes? If so, then we need to come up with a system that gets everyone to put in their 2 cents before we are calling for the release/on deck vote.
