175 feels like a pretty high price point for the character - stronger than any other Crime Lord without superpowers. Are we sure we don't want to dial him down a bit before going forward? Particularly if he had a good showing as-is.

He's not much above Two-Face II, and didn't quozl say the IDW version is slightly mutated? Seems like he's probably at his ceiling, but not being familiar with the character, I'm not seeing his current power level as too crazy.

Yes he is slightly mutated. Just re read it last week.
Would I want it to be everything I love...sure...but that's just not realistic so I'm going to focus on finding things that will make me unhappy and work on fixing those.

Yeah, as quozl said, in the comics he is slightly mutated, and even in the cartoons he was ridiculously strong and really quite skilled - a significant threat to the Turtles and able to take them on on an even footing quite often, though he never won against them all together or Leo singularly - having him about on the level of Mikey or Raph, considering he has synergy powers, doesn't seem unreasonable. I wouldn't want him any higher, but I'm happy with this cost.

Also, more cost variation in the Crime Lord department can only be a good thing.

If he's got some mutations, should his species change? No idea how things work in TMNT-land, but I know with Marvel and DC, even minor stuff qualifies as a change (see: Harley Quinn).

From what little I read, he seems to be exposed to similar stuff that IDW Shredder has, and he's a Human. The species isn't a hill I'm dying on here, though.

Also, even from Marvel and DC, there are some mutations/serums that don't count. I'm particularly thinking of Captain America and, perhaps more than him, Kraven.

He's enhanced by taking some mutagen but he isn't mutated. Does that make sense? It's more like super soldier serum.
