I still don't like that Superman and such bypass Supermanbaby-Prime's Kryptonian Defense, but he doesn't bypass their's. Seems weird to me.

Yeah I feel the same way but we changed it Kryptonian-Prime so he wouldn't be effected by Kryptonite

Yeah, it's more of a C3G unwritten rule. Classic didn't have so much of an issue with it, but I know there are a few Heroes who would be against identical powers having a different name.

How about this change for this power.

X-RAY HEAT VISION SPECIAL ATTACK
Range 4. Attack 3 + Special.
Choose a figure to attack and roll 3 attack dice. For each skull rolled, roll one additional attack die. The defending figure rolls defense dice normally. No clear line of sight is needed when attacking with X-Ray Heat Vision Special Attack.

I really like that direction for ARGUS Agents, but I think its a bit too specific right now; if they don't face Metahumans they'll be kind of bland. What about combining the powers into one with more flexibility like this:

SPECIALIZED ASSIGMENT
At the start of the game, choose a species. When an A.R.G.U.S. Agent you control attacks a figure with the chosen species, add 1 automatic skull to whatever is rolled. When an A.R.G.U.S. Agent you control rolls defense dice against a figure with the chosen species, add 1 automatic shield to whatever is rolled.

Also, I'd like to see their class as Agents instead of Soldiers.

I like that flexibility. Then they can gear up to take on an all mutant or kryptonians army when needed. Or they can just be brought on to help take down one specific unit in your opponents army like a Silver Surfer.
