What about something like this:

After revealing an Order Marker on this card and in addition to taking a turn with Capwolf, you may take a turn with up to 2 Uncommon Lycanthropes you control. You may activate Capwolf and the chosen Lycanthropes in any order. You may not move with more than 2 figures and may not attack with more than 2 figures during your player turn.
So essentially you can either go:
1 Werewolf moves, 1 Werewolf attacks, 1 Werewolf gets a full turn; or
1 Werewolf heals, 2 Werewolves get full turns

Cap can be any of the wolves.

A lot of good ideas being tossed out. Right now I'm heavily leaning towards Margloths, although I wouldn't mind adding in disengage for the movement portion to really help set up their Stealth Pounce.

I like Margloth's version best too. It feels more like he's leading the pack. Ronin's is cool, but feels more like he's being a wolf tactician. It lacks the same "pack" feeling, IMO.
C3G can be played with official Heroscape, but it's not recommended.

I was also going to say that I prefer Margloth's version. I really like Ronin's latest, but not here. Perhaps another design (powers without figures thread?).

Bats did mention restricting Shield Throw Defense to non-adjacent attacks and I'm not sure we ever handled that one way or the other. Makes sense to me but I think it might be a bit niche in that case.

Yea I forgot to touch on that. I would rather keep it the way it is. I think he could certainly use hit to block a punch or kick. If he is coming in too pricey we could restrict it.
