Yup, that sounds like a problem. A very unique and special problem that might never come up, but a potential problem nonetheless. I don't want these guys to be making too many waves. Here is another more simpler version for his SA and I'll drop the Attack back down to 5 since this will allow him to attack again.

JAWS OF LIFE SPECIAL ATTACK
Range 1. Attack 5.
Ripper can only use this special attack if he did not move this turn. If Ripper inflicts one or more wounds with this special attack on a Vehicle Destructible Object, he may attack again using his normal attack on the figure in an operator space of that Vehicle Destructible Object.

If a VDO doesn't have a target point you can't make the attack because you can't draw line of sight. So shouldn't really cause any problems.

This thought came to me last night, but is there anyway to determine high ground on such an attack? If I need to clarify it, I would probably go with something like "during this attack, neither figure has high ground advantage".

You would determine height based on the spaces the VDO is on.
