CRIMINAL NEGOTIATION
Instead of attacking with Detective Montoya, you may choose a Unique Hero within 5 clear sight spaces that is a Crime Lord or Criminal. Remove one unrevealed Order Marker at random from the chosen Hero's Army Card. Criminal Negotiation cannot be used against figures with the Insane personality and can only be used once per round.

Solid powerset - haven't read much with her, but it seems appropriate to the character and fills a much needed "sensible cop hero" niche for Gotham.

Not sure if she's a 3 Life or 4 Life person, probably right on the edge. Slightly bothered that the range on her negotiation is higher than our regular Negotiation power, but I mean, generally police negotiators are standing down the street with a megaphone, so it's a necessary sacrifice.

I figure we'll want her later Question version to be 4 Life, so going 3 now would probably make that more confusing.

Police Backup is solid, especially combined with Criminal Negotiation. She'll definitely work well with (and probably require) Bullock. Should be fun.

Yeah, we were really looking at the two together and trying to hit solid synergies to make you want them together and not just any old Lawmen. The Gordon design I posted not too long ago is in a similar vein.

She will appreciate the Brit Cits as well.
She may work in some weird Hershey, Brits, Lawmen, Vigilante build but probably not the strongest option.

Looks great though. Negotiation is potent, but probably not broken with everyone being so squishy. I think the key is to have enough cops protecting your guys.

Yeah, 5th Precinct will work nicely with her, Bullock, and the Commish, I think.
