Its choosing all the figures, then inflicting wounds on the chosen figures. Not a bunch of separate actions for each blank rolled.

The last bit just says 'the chosen figures receive one wound' not 'the chosen figures receive one wound for each time they were chosen' or something.

Like if you chose someone 12 times they're still just a chosen figure.

I guess my question is do we have it spelled out in powers that inflict wounds first or do the choosing first? We are making a conscious effort to try and be better about cutting extraneous text, so I do lean on the side of it can be cut unless we are heavily doing it with similar powers/multiple people are railing for keeping it.

Personally, I think it'd be very easy to read that you could give multiple wounds to one figure without that line.
