I haven't playtested him, but I think he might be a tad undercosted.

At range, he's effectively got an attack of 6, range 8, 5 defense AND a triple special attack, for all those pesky foes with special defenses.

I agree with JC on the grammatical changes he suggested, but I think Triple attack of 6 is way too much for Punisher.

Well first off I'll drop the marksman ability.
Then if I left his attack at 4 and his range 8 that would still make him
useful as a sniper and still give him the height advantage (5) attack.
I like the triple attack , Range 5, Attack 3 ( I'll change the wording)
I mean this guy is a terror to bad guys (squads)...What do you think,
Do I drop triple attack or keep ?
The High Explosive Charge Special came about during playtesting.
Punisher was good fighting squads but lacked something in a Marvel Heroes contest ( needed an attack for big armored targets).
I'd like to rename it ( or should it be dropped).

That's a better build.

How about just renaming the two remaining sepcial attacks ?

HEAVY WEAPON SPECIAL TRIPLE ATTACK is a bit wordy and a tad misleading for a attack 3 power. How about:
SUSTAINED FIRE SPECIAL ATTACK
BLAZE OF BULLETS SPECIAL ATTACK
RAIN OF BULLETS SPECIAL ATTACK

HIGH EXPLOSIVE CHARGE sounds like it should have an area effect by the name of it. How about:
ARMOR PIERCING ROUNDS SPECIAL ATTACK
HEAD SHOT SPECIAL ATTACK
BIG F'N GUN SPECIAL ATTACK

AUTO FIRE SPECIAL ATTACK
Range 5, Attack 3.
When Punisher makes this Special
Attack he may attack 2 additional times.

ARMOR PIERCING ROCKET SPECIAL ATTACK
Range 3, Attack 3.
Add 1 skull to whatever is rolled and
target rolls 1 less defense dice.

BODY ARMOR
When Punisher is attacked by a non-adjacent
figure, he rolls one additional defense dice.

Now, Punisher ,the guy with the myriad of special weapons.
Has a long range sniping ability- range 8- ( attack 4) (5 height).
He has a squad killing capability ( mini gun).
And a heavy weapon for the big guys...

When Punisher attacks with his Auto Fire Special Attack, he may attack 2 additional times.

ARMOR PIERCING ROCKET SPECIAL ATTACK
When Punisher attacks with his Armor Piercing Rocket Special Attack, you may add 1 automatic skull to whatever is rolled. Defending figures roll 1 less defense die when defending against Armor Piercing Rocket Special Attack.

EDIT: "dice" should be "die" at the end of Armor Piercing Rocket Special Attack and Body Armor.

Actually, Armor Piercing Rocket needs a bit of work. As written, it is in constant effect when Punisher attacks. If that is the case, it is not a special attack and needs to be reworded to reflect that. If you do want it to be a seperate special attack, it needs to have a Range X. Attack X. that is different from the his normal range and attack. That is the purpose of a special attack, after all, to be different than the normal attack.
Might a suggest if you are going for the special attack something like...
Armor Piercing Rocket
Range 6. Attack 3.
When Punisher attacks with his Armor Piercing Rocket Special Attack, he may add 1 atuomatic skull to whatever is rolled. Figures defending against Punisher's Armor Piercing Rocket Special Attack roll 1 less defense die.
This keeps what you had and puts it into a cleaner, more Scapey wording.
