That's a sweet mini, not super into Overwatch myself, but cool minis like that tempt me.

Dig it. Made some small changes to the first power;

EXO-FORCE MEKA
Before attacking normally with D.Va, you may choose to either:

• Attack one additional time; or
• Add 2 to D.Va's range number and subtract 2 from her attack number, and D.Va may make 3 additional attacks this turn.

Makes the 2nd option a bit more powerful I think, since it can benefit from attack boosts. Also is closer wording to other powers I believe.

Didn't initially love the 2 wound blank of Nerf This, but after thinking about it for a bit it probably wouldn't be too crazy? It's once per game, and she's not a powerhouse outside of it. It could also be adjusted to 1 wound blank pretty easily.

I think the 3rd power could be worded a bit more smoothly, but I like the idea. Feels accurate to how it is ingame too. That wording bridge can probably crossed by some better at words than me, or when the design gets started. Really excited to see Overwatch stuff!

I just re-read Hellboy Seed of Destruction and figured he could use a villain to scuffle with.

OTHERWORLDLY INCANTATION
At the start of the game you may choose a Unique Demon Hero in your army and place it on this card. At the start of each round, if Grigori Rasputin is in your Start Zone, roll the 20-sided die, adding 1 to your roll for each Genius you control, to a maximum of 3. If you roll a 13 or higher, you may either:
• Place the chosen Demon on any empty space in either your or your opponent’s Start Zone; or
• Choose a Unique Hero adjacent to Grigori Rasputin, remove an unrevealed Order Marker from its card, and Grigori Rasputin may use any special attacks on the chosen Hero's army card until that figure next takes a turn.

SPIRITUAL CONDUIT OF THE OGDRU JAHAD
Grigori Rasputin is considered to have the species of Demon in addition to what is listed on this card. When Grigori Rasputin is destroyed, you may place his figure on the card of a Unique or Event Hero you control with the class of Genius or Hell Lord. Once per game, you may remove Grigori Rasputin from that chosen figure’s card to add 5 to the 20-sided die roll of any special power on that card.

MAGICAL DEFENSE
When Grigori Rasputin is attacked by an opponent's figure that does not have the Magical Defense special power, the most wounds Grigori Rasputin can take for this attack is one.

@FreshFoods Thanks, that reads a lot better! I'll update it. Yeah the blanks on Nerf This I'm unsure about but it's so strong in the source material that a single wound per skull feels a bit light? And considering she's going to be sticking to allies there's a lot of risk if you do pop it.

@Splash The Monopoly Gamer set has some pretty great minis. They're not in scale with each other but they're definitely usable for Scape. I aim to do Lucio sometime after D.Va if no one gets there before me, so the set will give you a couple of units off the bat.

I know nothing about the character but cool design! Does Rasputin work with evil scientists? I was under the impression the Genius personality was being used for evil scientist characters.

Placing a Demon in your opponent's start zone could make for a nasty round 1 assassination on a key piece but I dig the concept. I like the second power, though seems to counteract his first power a bit. Really enjoy powers like the Viking Champions had in classic, it's a fun concept.

Rasputin feels kinda disjointed right now. Like he basically just hopes to drop a Demon in the enemy Start Zone and after that he's kinda a dead card.

Since nobody is going to bother going into your start zone to make the wound thing useful. And a dude with 3 attack and 7 life plus MD is never going to be attacked enough to get him in spirit mode before everything else is dead. (outside of stacking him crazy thick with spells I guess)

He worked with 1940s German scientists, definitely evil scientists. I think YK also has a draft of him and Kroenen (one of the evil scientists). Rasputin explains they asked for his help to win the war and with their lack of morality he used them to help him in his plot to end the world and convinced them it was their idea.

It should be so that the opponents army really wants to go after him and stop what he's doing, so at least a higher roll on the power could help there. I could also say your star zone OR opponent's Start Zone, if that would make it better.

The Plague of Frogs spell could definitely key in on Cultist spellcasters to make him more dangerous. Also since he could probably be considered Demon since he's a pawn of the immortal space squid demon things (no downside to Hellfire spells), he does breath fire a time or two. I'll drop Froggy spell in here in a day or two.

Since it was nominated, I'd like to bring Miek back up since I don't really remember what I wanted to change with him. I know I wanted some synergy between him and No-Name. Other than that, I can't remember what the discrepancies were. I'm open to any changes here, there really isn't anything that I'm 100% on.

No, she pilots a mech. What she's wearing is just a body suit I believe.

I'm not sure what future plans are for Power Armour synergy, but I think some other OW characters fit that a bit better than D.Va. Though I'm also not against it either.

EDIT: Reading the definition of the term, the mech technically counts as one.

Yeah, I think it would qualify or you could make it a VDO maybe?
Not sure where that line is being drawn.

I'm down for her to have "Power Armour:" after reading the definition.

Not so down on VDO without a design of D.Va first. It's a specialised mech built for her, and it's not very big at all, would only fit someone her size. It's not something given to multiple pilots.
