Applicable in explosions but not really line of effect. So like Heatwaves flame thrower hits four people in a line I shouldn't be attacking front then back, then third then Deadpool in the second slot. Like I said, we explicitly blocked it from the other unit that can counter specials for that exact reason, so consistency is all I'm going for here.
