What am I missing? That last line looks the same.

It's an instead of moving normally power now. So it has a set move and stuff like Swing Line. Which means the disengage is only active when using that power.

Ah. That changes the power, though, and kills things like road bonus, which I think is against how it was tested/costed. I'm also not sure it completely clarifies the things we want to clarify.
But I agree that if this is just part of his normal move, it's confusing when/if he should get disengage. Might make more sense for disengage to be always on or never on. Like right now would he only get disengage if he hits the 6+? That'd lead to a really messed up order of operations. C3G can be played with official Heroscape, but it's not recommended.

Yea when you really start to break it down that power is weird as is. If you want him to always have Disengage the wording edit I did in quotes above is good, I would then just FAQ that he always has Disengage since it's kinda hidden at the end of a power. But it seems thematic for a Ghost Rider to have that.

Yeah, I agree. I'd most be in favor of it always being on. He has enough fiddly stuff stopping him from pulling off his powers with efficiency already, and it does seem pretty thematic for a ghost dude on a horse to shrug off engagement.

I’d just have it always on personally, trying to get it only working during grab and drag is tricky.

Sure, I would still add an FAQ to the Book here:
Q: Does Ghost Rider take leaving engagement attacks when he's not choosing a figure with Grab and Drag? A: No, Ghost Rider never takes leaving engagement attacks due to the last line of Grab and Drag. And use this wording: GRAB AND DRAG Once per round, before moving normally, choose a small or medium figure within 2 clear sight spaces of Ghost Rider and roll the 20-sided die. If you roll 6 or higher, after moving, you may place the chosen figure adjacent to Ghost Rider and roll one combat die for each space moved by Ghost Rider this turn.
