I like what you have listed Tmac. I really only need parts of Waves 4 and 6 so everything after that is fine with me.

PS. If Waves 1 and 8 are still available, could someone please tell Walmart to get off their collective butts and get them on the shelves? We really need another major vendor for this game, but that is for a different thread.

Not completely. And you left out 5, 7, and 10.
Seven is definitely not completely available, I can't find Templar Knights anywhere. Same with Wave 5 commons. And I just recently found some wave 10 but it is very scarce and not necessarily a reprint.

The last waves to be re-released were 1, 2, 3 and half of 5.
Based on that, and knowing 1 and 8 are available, the logical way to proceed would be:

PS: Since waves 1, and 8 are still in the warehouse, and D1 just came out: they will be left off the lists. All the other waves must be on your list whether you need them or not to hold consistency.

Who'd want more wave 9? Where I live, wave 9 won't go away. When Wave 10 came out, my local Walmart got 12 sets of wave 9. When D1 came out Walmart stocked the shelves with... wave 9! There was an entire endcap of wave 9 at one point.
