Should the special attack be placing figures instead of moving them? Like it's supposed to be a knockback type thing right? Kinda weird for it to care about height changes and such then.

With it basically using Electromagnetism, placing is probably just fine. Already technically lets her pull things in, so placing can really let steer into that.

ELECTROMAGNETIC LOCKDOWN 15
Each time an opponent reveals an Order Marker, you may choose up to 4 figures within 4 clear sight spaces of Superwoman. Roll the 20-sided die once for each figure, adding 3 to the roll if you control that figure. If you roll 15 or higher, that figure may not be moved this turn.

For the special attack I'd agree that placing makes more sense and is more in line with our magnetic type powers.

Should Electromagnetic Lockdown specify numbered Order Markers? Also, should it last the entire player turn?

Id suggest sticking to the same numbers when possible. In this case, you’ve got a lot of 4’s throughout, but then a 3 to add to the roll. Making it 4 makes for easier headspace, and possibly even 14 for the trigger.

Solid points. I'd actually probably lean it more toward this on the first one:

Definitely am down for that. I think the current numbers there were still present from an early rendition of the write-up. My overall goal is to land her sub-240, so will turn knobs as necessary. Lots of 4's though I agree would be great for headspace. Might even retitle the power (because two things starting with Electromagnetic feels weird).
