I quite like this. The balance is there in that the figure using it could be giving an advantage to his opponents. I also like destroying the glyph because a smoke pellet is not reusable like a Bat-Grapple is.

I understand the desire for it to work vs. special attacks as well but I could see something like a shotgun blast or flamethrower attack not at all being effected by the smoke. Either way, here is one tweak I would consider.

It is a minor thing but it shifts the 7 hex cloud of smoke onto the figure targeted by the attack, as if Batman is throwing down the smoke pellets specifically to protect that figure. In the case of him protecting Gordon or Alfred, who may be surrounded by Lawmen or Humans respectively, the smoke protection might be more effective.

I switched to apply to both special and normal attacks, and that only friendly figures may move, which would be my preference, but either of those can be dropped if it turns out that it makes it too powerful.

I think this is the best version. SW!

Something I also thought about: Since we added the move, why not also make it apply also to adjacent attacks? This would signify him dropping the pellet and creating a smokescreen to escape from powerful attacking opponent.

Yeah, I've been playing the game a bunch lately and he used the smoke in close combat quite effectively. I think adding in the adj. attacks while dropping special attacks would be a good mix of uses while maintaining theme and not having it over powered.

I'm liking what's currently in the SP. I can think of a figure right now that will definitely like this.

My main concern is how well this will balance against the other Utility Glyphs, especially the Thermal Goggles and the Medpack. I originally put the one round limitation in order to keep the power down, but apparently, other's didn't feel the same way. I'm hoping that the non-adjacent normal restriction should keep it under control.
