Wording looks good to me; only question I have is whether we want the conditions for the second and third power to match. Second has "Gallifreyan," third has "Gallifreyan Wanderer" - is there an important thematic reason for the difference? If not, should probably have them match up, if only to keep things easier to remember.

Yeah, that was my thinking exactly. Any Gallifreyan should be able to work it, but the third power reps the Doctor's particular personality, as well as the specific symbiotic/personal relationship that he has with the Tardis. (And I just realized that yes, the Tardis is technically a Symbiote. )
