I generally like shields coming before blanks on things like the first power, but I understand why you did it that way with the shield effect being so much more complex. Would it be possible to bullet that power?

I agree, bullet form might read a little better.

After revealing a numbered Order Marker on one of your Army Cards, roll one combat die for each Unique Hero in your army that has been wounded or destroyed by an enemy figure, up to a maximum of 4. If you roll:

OATH OF THE WATCHER
The Watcher can only attack or make leaving engagement attacks if an opponent's figure has inflicted a wound on him. If you do not control any Unique Heroes, immediately remove Watcher from the game. The special power cannot be negated.

We've used and/or before which reads better and my edit to the first line of Oath is shorter than what you have. Otherwise looks good. Should have cards up shortly.
