Thanks for the input Sherman. What if his special attack was 5 and the accused figure rolled 2 less? That would be better balance between his special and normal too. I really appreciate your input because I think your card designs are very good and balanced.

Two fewer dice could work. You could also get away with folding that into the first power, leaving you free to come up with an effect for the Universal Weapon special attack:

At the start of the game choose an opponent's Unique Hero to be Accused. Accused figures roll 2 less defense dice when attacked by Ronan the Accuser. If the Accused figure is destroyed or no longer on the battlefield, you may choose another opponent's Unique Hero figure.
