I do like him at 4 with the negative power. Kinda makes him the Falco or Hawkeye of GCPD - maybe the most skilled, but his aggressiveness can be a downside. Feels on point for sure.

Yep. Hoping to hit Montoya right away after him and keep building it. Savage Dragon is a really nice piece of them.

Re: Harvey Bullock - Donut Breath
What would folks think of taking the "Lawman" requirement off of Loose Cannon to make it more reusable? I was tinkering with a Wildcat draft the other day and thought it'd be usable there without the Lawman restriction.

Harvey's card as a whole obviously pushes him towards the Lawman faction regardless.
