I don't know of any records of that ruling, but regardless its definitely something none of us have designed using. We specifically use that language since it gets around the "no additional turns" clause, so I'm sure quite a few designs would be changed.

I think what you guys are saying is an understandable extrapolation of that, but it's not what the Heroes voted on. If we want to rule that "instead of attacking" powers need to happen within a turn, that's something that will probably require separate research and a new vote.

This is why I keep getting confused. We can totally rule it that way as well if we want, but it definitely wasn't intended. "All attacks" covers things like out-of-turn double attack powers. "An attack" could trigger twice in out-of-turn double attack powers.

Though I agree that quozl's ruling isn't an official ruling recorded anywhere that I know about. It's ultimately irrelevant here, though, as far as I can tell.

My only issue (and hence why I asked YK in the first place) is that multiple people have been confused by it. I'm personally fine with tackling that through an FAQ, but if there's a way to make the wording on the card itself clearer, that's cool too.
