From a design standpoint, do you create the figure first or the unit/card first. For example the ninja, did you think to yourself, Ullar needs a ninja, these are its power, and then once you had a working card put together a modified figure?

It depends on the figure. Some are born out of me rummaging through my parts bin, sometimes I have an idea in mind theme wise and make a figure to match. I have quite a few designs that started out mechanically (as in I started with an idea for a power or what not), but pretty much none of those have figures yet (I've got quite a few figures without cards too).
In case you're interested, here are the origins of my last few customs:

Obrex (the ‘ghost’ thing)- I've had the figure for ages, was never sure what I wanted to do with him. The ideas for the paint job, back-story, and powers happened more or less simultaneously.
IJD Drones (the flying spotlights)- Had the idea for flying drones that work with Warden 816 since he was released. I tried tinkering with a bunch of different figures over the years; never found any that really worked. Once I finally found (well, in this case made) proper figures, I hammered out the specifics of what the card would actually do.
The Crystalline Champion (the big crystal guy)- I had the figure for awhile, and knew I wasn’t going to do much but repaint him (in the end that’s all I did). I’d been painting him for a while before I finally decided he should follow Ullar and tie into my small custom ‘spirit’ faction. In particular he is designed to go with my older Blazing Champion custom thematically, hence the similar names. The idea is they are both part of a group of ‘Elemental’ Champions that serve Obrex (the Spirit King), protecting the balance of nature and what not. Eventually I’m going to have water and wind champions to go with them. I came up with his main power of ignoring 2 or less wounds pretty much as soon as I started working on him, way before he actually became the Crystalline Champion. His special attack came a little while later. His power to force squad figures to attack him (if they’re within 4 spaces) came after I decided to tie him into my spirit faction. It’s designed to match up with the blazing champion, who has a similar power that punishes figures within 4 spaces of him if they wound a friendly figure.
Herdis Fireblood (the Masked Dwarf girl)- Mostly came from me trying to find a use for the Warrior of Ashra that makes up her upper half. I tinkered around and glued the base parts together last year I think, and then she sat around until I finally decided to do the sculpting and paint job. The powers came around the same time as the paint.
Omnicron Spotter- I wanted to make a spotter support hero for the Omnicron Snipers since I’ve never liked the replusors and there whole ‘turn the Snipers into a knockoff of the Glads/Blasts combo’ deal. I messed around with some Omnicron parts until I got the figure I wanted and then he kind of sat around for awhile until I came up with something cool to do with his paint job. While he was always going to boost the snipers somehow, the actual powers came around the same time as the paint job. In particular his secondary ‘can’t be targeted by special attacks’ power was actually inspired by the faint hexagon pattern that I painted all over the figure, the idea being they were there to baffle radar and such.
Masako Nakano (the Samurai chick)- While I had a vague idea to make a female samurai for a while, she mostly came about from me fiddling with left over Nakita bits. This is another one that was around for a while (like a year plus) before I finally finished her. The actual powers (not counting counterstrike) came way later, like 'a day before I finished and uploaded her' later.
The Dreadguls (the Viking looking dudes)- They're based on a group from Valguard's bio. I came up with a card for them a long while back, but it took awhile for me to come up with some proper figures for them.
Sumiko (the ninja)- I’ve wanted to give a filler ninja to every general for awhile, happened to find a good one for Ullar in a random lot of Heroclix I got. The powers came after the figure was finished.
Marrden Shocker (the Nagrub thing)- Just came from me fiddling with Nagrub parts. The powers (and even the name) came after the figure was finished.
Anyway, Today's figure: Mercury I! Basically he's a member of a sect of Soulborgs that admire the organic form and try to emulate it in their body structure. They also try to preserve what's left of organic life on Alpha Prime. Ullar's had his eye on them and now he has finally snatched one up.
Mercury I is fast and nimble, his liquid metal construction giving him more dexterity than must Soulborgs. Add that to his powerful arm mounted laser blades, and he is a lethal force on the battlefield.
Made from: a Monsterpocalypse figure called Zor-Raiden and Fix-It Sculpt. Not a whole lot of modding on this one, though I did totally change up the paint job.
No card for him yet (not really sure what I want to do with him, so feel free to shout out ideas guys), but I do have a card for the Marrden Shocker and company. Sorry I'm late with that, my best friend got married Saturday, and I was busy helping prepare for it Friday.
