Yes. Yes you can... theoretically. In reality, no you can't, since you can only cast one spell per turn (or per round for out of turn spells). Therefore, if you attempt to cast, say, Waking Nightmare, and your opponent tries to Dispel you, you'll already have hit your one spell per turn limit and cannot Dispel their Dispel.
That being said, in 3+ player games, it's quite possible - if Player 1 casts a spell, and Player 2 attempts to Dispel it, it's quite possible that Player 3, if he or she so wished, could attempt to cast Dispel on Player 2's Dispel to allow Player 1's spell through. In addition, if there are ever any effects that allow you to ignore the one spell per turn rule, then in that case, you absolutely could Dispel Dispel with impunity. Hmmm... good question. Off hand I'd say yes, since spells count as special powers that figure is using (while being cast, they're effectively powers that figure has). I could say with absolute certainty, though.
