I’ve got at least one finished one stuck in Final Editing purgatory. Not sure we have the Art or Playtesting support to effectively advance scenarios these days.
C3G can be played with official Heroscape, but it's not recommended.

We did when we did the two Master Sets.

One of the hardest parts of scenario building and testing, I've found, is that as a solo tester it's a lot harder to account for the experiences of both sides of the scenario - especially if the scenario is more outside the box than a straight beat 'em up.
Art is possibly the bigger hold up, though, and one of the reasons the X-Men campaign I was working on stalled (not the only one, but one of them). C3G can be played with official Heroscape, but it's not recommended.
