Maybe have a move bonus of 1 for all figures and a move bonus of 2 for Dedicated Crime Fighters. I'm with Bats on the disengage however.

Yeah, something like:
During this figure's normal move, for each level of height it moves down it may move 1 additional space. This figure may not move more than X additional spaces during its movement. To maintain something of the disengage in what may be a more flavorful way, you could also add something like: This figure does not take leaving engagement attacks from figures it was not engaged with at the start of its movement. |

Yeah, that's really great implementation of a skateboard.
C3G can be played with official Heroscape, but it's not recommended.

Does it make more sense for it to have its own base move, rather than use the figure's as a base? Like:
Instead of its normal move, this figure may move 5/6 spaces. For each level of height it moves down it may move 1 additional space. This figure may not move more than a total of X spaces in this way. |

I like it working off the figure’s move, personally. A faster/more agile character would probably be faster on the skateboard as well.

I was thinking about a character like Flash getting his hands on one. Is The Flash faster going downhill on a skateboard that he would otherwise be?
Maybe keep the figure's base movement but cap the total movement while using the skateboard, rather than capping the extra movement. |

Meh, I lean "game not simulation" as an answer to you there. It's more fun if the characters are just "X" spaces faster without having to quibble over little exceptions. And I certainly imagine Flash would be fast on a skateboard.

I would love to see the Flash on a skateboard!! I don't think it should hinder movement, that would take the fun away.
