Okay, that slightly changes my view of the power level of the character as I was thinking the rescue would then use up one of his other power's 3 uses. The cost of the card will work itself out in testing though as long as we all are testing the same thing.

Had to read Torq, I don’t think see any issues here other than them working well together. Definitely not on the Dark Depths broken scale.

I’d like to try out his powers as is with the broader reuse and we can tone it down later if it is too strong. Is this guy ready for an Initial?

I don't think any of these interactions are too strong but testing will show if they are. If no one else has any concerns to address I think Rip is ready for an Initial whenever someone has time for it.
