Is the bridge stable on the ladders? If so, then I don't see anything wrong with it. Since the rungs appear to be facing the underside, you just have to know how many levels a move would be to get onto the the bridge from the lower part next to it. Ladders have been used as supports before (A3n is the master of them for his awesome map designs), so I don't see a problem as long as it's sturdy.

I'm also somewhat wary of ladders as lifts - not simply as supports, but as empty spaces. But as long as it's stable I have no real problem with it.

Scape, does the ladder/bridge have the support it needs for a couple big figures like Hulk, Abomination, or Sentinels?

I like the way there is quick access to the height for non-flyers and the road can make getting to the other SZ pretty quick for the ground units. I love that Iceman can roam around the middle and get defense boost.
Prof X can park his ride behind one of the ruins and get JG to Throw Cyc up top for some range from height (though with the ladder there, he might as well just climb it maybe). JG can get up there and Throw opponents down to the ice below where Iceman can be waiting to blast them. The Brotherhood can move pretty quick on the road to threaten Prof X, and Mags can also Throw Blob and Mystique to the top of the dam, where JG won't be able to throw Blob down, so he'll be dangerous up there. Should be certain fun to be sure!
